I feel though that your talking about a whole other ballpark. The original guy specified women as to infer to when we wear something he deems “innapropriate” and then blames us based on that if we’re put in a dangerous situation not the people who take it upon themselves to lose self-control. What you’re saying inplues to both men and women and maybe its just me but i think wearing something appropriate to a certain event as in it cooperates with the overall theme is a given. You go somewhere fancy you dont show up in casual clothes (societal cues uk), if you get kicked out based on that... it sort of makes sense (depending on the venue). Idk if i got the right message from what u wrote, but this is just my response to what i understood.
