Body flicker, mangekyo sharingan, and basic clone jutsu, + Static and Lionel puts you at enough of a level to be in the justice league. Also you will have chakra natures and learn more jutsu. This is going well if you can manage the power creep. I would dial back the power growth a bit and start getting into plot

This isn't bad however the American constitution was designed for a deeply moral and religious people and a high trust society. It provides many protections for the people within it to be different but it does not offer any power to unify the people and establish a somewhat common belief/moral structure. It can therefore be predicted that Ruthenia will end up like present day America which is highly divided and low trust. Its monarchy will also be like modern Britain with little to no authority.

You can't be anti-conquest. Your privileged descendants can be weak multicultural egalitarians but you can't. You have the responsibility of making a world where things seem that way.
