You are absolutely correct, and these are probably errors by butterfly blue. One thing to note, when describing the max duration/damage/speed/etc of a skill or ability, that is the max base value if you put in max skill points. It can be better if gear enhances it. Maybe Swoksaar added an effect to increase the effect's duration for this match?
