Assuming the perfect location to cause the most harm, you would still need 3 or more to devastate the city as much as he said, including if half if the city was destroyed before the nukes even went off. None of this even mentions the fact that phoenix is a very... decentralized city, most of the population doesn't live downtown, they instead live rather spread out.
