Yeah, that's true! I kinda forget about that and he did it with a combination of his reaction speed, general intellect/genius, fuinjutsu talent, and chakra control. He sort of won the lottery of what civilians are capable of doing (ie. no kekkei genkai, just a whole lot of talent).
He could definitely use non water bending abilities against him. I feel like it would be giving up a big part of strength, though. Especially by the time he's kage level, he might some ice and water bending attacks that can compete with the lightning armor.
True, but he'd breathe it in after... assuming that his armor lets air through his nose
Thanks for your comment! I don't think I'll bring any items from other anime worlds like devil fruits. Sorry! I think it would just start getting too complicated and messy. On the idea of his understanding of water affecting his power, I think that will definitely matter, but more for reaching the level of a master water bender or developing new techniques. Right now, if he went against Obito again, he would do a lot better if only because an ice wall would be a better barrier (he'd still need the stream though since he hasn't learned the water bullet jutsu yet).
True, that comes in handy for poisons
I think she was just slower to get promoted... because she was actually on the same genin team as Asuma (or that's what it says online, at least, I don't remember that from watching the series)

Thanks for the comment! That's tough match up for sure! I feel like extreme speed is a pretty good counter to bending so, even when the mc is stronger, that would be a really tough fight at close range. He'd probably be best off keeping the raikage at a distance. However, given how strong the raikage's defenses are, I almost wonder if blood bending or bending water with poison in it would be the best counter in that situation. But those are just the ideas that come to mind right now.
Thanks for the note! I guess I was more thinking with elemental jutsu as the reference point since I feel like their power tends to be more associated with their rank (but you're totally right about it being difficulty based). I'll think more on how to describe the power levels, though.

***Hayase's tips for Obito*** (1) Create an outline by looking over the section titles and subsection headings --> use this to start figuring out the main ideas and for taking notes (2) Look for 'sign posts' words and phrases! This can look like a lot of things, but they are often things like: "In other words," "In short", and "Therefore" for sentences that summarize key ideas. --> look for keywords that tell you a section is more important (3) Read Strategically --> If a paragraph has lots of signposts, spend more time on it.
