that's the problem, they are pretty much treating the Klem as an invasive animal species. Just look at current Earth to see how well that goes. Spoiler.. not well.

With the way the Alliance acts, I'm certain they have known the truth for a while but decided not to tell humans or vampires and just wait till they could discover it for themselves.
Max was almost certain that they had done the scans and determined the truth of this matter years ago when the Vampires showed up with the Federation to petition for a trade deal with the Alliance, but they had been holding back on it until the Vampires showed up and reminded him of it.
