Oh no! I wouldn't consider other characters POV as filler, it flesh out the character. What I consider filler is like a beach scene or a chapter where nothing happen and it is all just word padding, or a fight scene going too long.
Also, I would want your opinion since I'm starting writing on the second arc. How long the future arc should be?
