having infinite chakra means nothing to a master proof of this is the jinchuurikes who have almost infinite chakra and yet still lose to shinobis with much less chakra like Akatsuki. shinobi power does not depend on chakra it depends on experience and analysis of the enemy's abilities, knowledge is power, I believe that even without Chakra Tobirama would easily beat many people just with that brain of his and combat experience.

My opinion from before is wrong Tobirama was brought back using Zetsu's body so he is 90% of his peak strength.

Kabuto says to Madara that his research on Edo Tensei brought him back close to his peak even above that and Madara asks the question "Do You know my Peak?" but after that, we see that Madara has the rinnegan. but the edo tensei that Orochimaru used to bring back the Hokages is high effective because used 4 zetsu so it depends on the body used, in my opinion normally it is 70% of the peak.
