I thought she found him familiar because it was explained before that he changed his face but only a little bit. Unrecognisable from Axel but mostly same face (no scars etc). So of course she can see traces of her sister and Tristan in there.

It was a logical choice he made that got the result needed without costing reputation and abiding by the laws. The other supers are using their egos to do the talking like taking all the 'burden' is the right thing.
