It has nothing do to with wether or not the colony is peaceful it is about if they are stronger than the Legion. Peace is only possible if both sides are evenly matched. That is the only reason the Legions hasn’t already driven every other dungeon species to extinction because they can’t they are not strong enough. If the colony reaches sufficient strength the Legion will probably form a peace treaty with them.
