they are annoying to deal with if you don't want to hurt them, if the cops can't do anything they just push it up the ladder till the military is involved and then you are labelled a terrorist which makes it annoying to do anything in public (without a disguise) which would lose any trust you could've had with the justice league (or equivalent)
