I don't see how that makes sense. Considering how it seems that all of his groupies skills are really high level compared to all of their opponent's skills, despite them being the same overall level.
With the current resources at his disposal, Han Xiao could easily cultivate a player to a point where they were invincible among the current players. However, he did not do this as it was not beneficial in the long run. This would hit harder if not for the fact that Hao Tian only won this exchange because he got a ridiculous amount of free xp from the Great Mechanic Han. Ultimately, I think that one of the reasons that most people dislike the tournament mini arcs is because it's almost always just one side abusing their incredibly unfair advantage over the other side.
