Was not the reason for just being one CP0 is for the least loose ends, dressing as a marine and revealing their whole plan whiout skipping nothing, is this not supposed to be the best spy organization in the world? CP0 doesn’t make that kind of mistakes.

There are civilians, marinford is the central of the marines, they have the admiral in chief always there, there is always atleast one admiral mad high ranking marines in the base, and that is with out counting the countless marine warshipt they have stationary there. In the marinford saga, it was mentioned that the civilians of marinford were evacuated to saboady archipelago
