While it's a good idea with Dune Town, it's not applicable right now because Dune Town is too weak. Doing it this would only put a target on them, and sooner or later, they will be taken over. If it's only someone who wants to milk them, it would be bad enough. If it's someone malicious, they might deny them the supply. Altera would have to put in an effort to take this Town over. So for now it's better if they both develop slowly. And when it's known that oil can be useful, Dune Town would be able to protect itself even from stronger Towns.
