I already had low standards; I expected 1% of Saitama's power to be at least Rear Admiral or Vice Admiral. But the Chinese can always disappoint you, no matter how low your expectations are.

I'll guess, 1% of Saitama's power is Rear Admiral level, maybe even a low Vice Admiral. (This isn't my opinion, but what I expect from the Chinese nerfs. For me, 1% of Saitama's power is still destroying planets.)
