There are some aspects that can speed up this process, but it isn't by much. And yes, the reasons you said is why most of the people focus on one element alone, except some really big Clans that can afford people to have 2 elements. The Royalty have people that can use all four elements, but they have a reason for that which will be said way later in the story. As for Re'Kha, her advantages were nerfed in the earlier run by her master. But, because of his enemies who she has to face in the future, these three elements will give her more of a boost than just having water element alone.
