That would have been the case if it was ”reduced by” 70% which = 30% of the total speed. which makes the 5% faster speed = 65% But ”reduced to” 70% = 70% of total speed Which makes 5% faster speed = 75%

But i think it could be like that in case the company is more of a broker rathar than the owner, like uber where they provide a platform and some benefits. And the car owner is the one taking the job.
