Thanks for the clarification as I always assumed that the tier represented in the brackets was the corresponding ability of that given clone since it wasn't made clear (or maybe I simply missed it) that it was only a representation of the current tier level applied at that very specific time of observation.

Makes sense, tbh I sort of understood why you did this after thinking about it later on, but I left the comment both because it was never stated that he could "lower" his powers at will, even if only the version given to a clone, and also because I didn't understand why would he not simply give them tier 1s, but then just use them less effectively as to not arouse suspicion and/or danger for Homelander and also the purpose you mentioned, after all, a clone with a tier 1 power using it as a tier 2, its better than a clone stuck with a tier 2 no matter what the circumstances call for.

Never liked Rosse's methods tbh, why did he have to be so twisted, he could have just been a classy villain, but no, he has to go and go sh!t like this..

Kinda strange that he's fighting himself across multiple point of views, also, how come we didn't get a scan of Homelander yet? There has been hardly a better time for it.
