That's already exactly what he's doing now though. If you reread the segment, there's a paragraph there that states how he only plans to create herbivores for the meantime.

I smirked at this, finally getting a grasp on the full situation and what was going on. I was reborn as Sokka, the side character in Avatar: The Last Airbender. Though he never seemed that important, his role was very prominent in the Avatar's success to take down Fire Lord Ozai. In an instant, Sakumo's widened as he felt himself being affected by the genjutsu. His surroundings melted as he gets transported into a strange dilapidated cabin, then from the corner of his eye, he sees movement from a locked and chained cellar door on the ground in front of him. Sakumo gulped as he watched the cellar door open partly before jerking the chain that locked it down.
