It refers to survivor bias. Basically during WW2 they took a look at where returning planes received damage from bullets, as seen above, to decide where to reinforce. However, just looking at this data does not give you the whole picture because these planes survived the trip/battle. Thus reinforcing where the red dots are (the wings, etc) is not as effective as reinforcing where they aren't (the engine, pilot cockpit, for example). There reason for that is because the planes that were damaged there did not return.
