My guy, I wrote this 5 months ago, not going to reread it all to remember why. I dropped the fic because it seemed all that ever happened was the systems MC was using were getting constant little "corrections" or "clarifications" that made it harder for him. The author is somehow trying to balance HxH with One piece with f-ing DBZ, and there is only so much that can be explained away when one of those peaks out at small level town destruction, and the other has universes destroyed casually in late-game. Never mind how nerfed the force is, especially when he is building a melee build with the so called "Dao" branch(that alone is the largest nerf the MC is getting honestly).
Also this is just my personal taste, but you don't need friction all the time. some downtime does help the story, and you can start to include some other elements, like the org building you already mentioned in this chapter, but also improve on relationships, perhaps some romance if you feel like it. You can have him teach newer recruits with other types of advancement paths to go more into detail of the systems. You already introduced Ren's family so that might also be a thread that can go deeper. Again these are just my preferences and ideas, but you can still do a lot without punching aliens every chapter.
I saw later in the chapter that you are already planning on having the MC make his own org to spread some knowledge, so that might counter it somewhat. I would say that you could increase the number of incursions, so that more people are forced to enter the business, but not entirely mandatory yet. Maybe make it a regular subject for all schools so if someone wants to start, they have all the needed info for it. I would only say that increasing the quality of incursions would spiral really quick. L3-L4 seems manageable for most countries, but L5 reads as a major threat upgrade. Our MC beat Hisoka, and then got his ass beat by an L5. Hisoka is already a really powerful character in an environment where his powers have been researched for generations, so L5 would probably be somewhere around Netero, and he is quasi unique already in HxH. Our world can't really train enough people at that level, even if is mandatory for everyone to try. And making it mandatory would also massively reduce world population. L1 and L2 are kinda useless honestly currently, so you would need to make them into L3-s at least, which would have a far higher death rate than currently as everyone would try. Altogether if you want to increase risk, then perhaps start removing all the human elements that block progress(black labs etc), and increase the number of low level incursions, so even L1-L2 can participate and become relevant. If you want to add risk for only the MC, you could introduce interplanar offensive excursions, where he can meet elites of other races, and also benefit from them(tech, weapons, ships, genetics etc). Currently it seems Earth can only passively defend itself, which is honestly an entirely non-winnable scenario. Also personal preference, but maybe it would move the story away from the literal genocide path it is going towards by sending L5-s into population centers. By moving towards a more neutral engagement setting, you could remove civilians, and even the playfield while also including high-risk high reward missions as well. Not sure if this was already the plan, since we are still quite early with little info about the system

I know this is just a guess at this point, but you might want to be careful with this. An L5 can seriously damage a major country according to earlier chapters, if they become common then you are heading from a difficult time into a literal apocalypse. Most countries would be destroyed, and becoming an explorer would go from a rare profession to semi mandatory if humanity is to survive. That might be interesting, but it would really change the tone of the fic
Thx for the chapter, not sure how much I like the idea of command just sending supposedly nearly irreplaceable units on what could only be called a suicide mission. They were an L3 team, and while our MC is nice and strong, it was still an L3 team against L4-s and a quasi L5. when an L5 was shown to take on entire countries. It actually seems that the country doesn't give a shit if the explorers actually survive, even if they are the only people capable of defending it.
well that was an insane 2 chapters, I wonder what will happen. This is quite the jump from any other fic I know.
