He is still alive so using himself who is still alive to resurrect himself who will die from using a skill and then being used as a sacrifice for himself makes total sense. The cost would only be the material I think he would need to sacrifice someone else if he wanted to resurrect a dead person/ he himself is already dead. I mean, even nowadays with all the information in the world at your fingertips, a lot of people are still ignorant of their own neighboring country. How many of you know African countries and what is happening there in the past 10 years? That continent is filled with 54 countries each with its own politic, geography, culture, etc. Some are quite advance while others are still growing. True that we can access information at our fingertips, but how many actually bother? Most people spend their time either consuming memes or on their own circle on social media. In that case, it is no different from before the internet.

My guess would be that they are using the power of the underground to dug it out with the outside world, weakening both sides while they reap the benefit in the future.
