I think the 'Grassland' continent is more of a Savanah with numerous clans and factions. Therfore he assumes monsters are non existent as they would be spotted and hunted down immediately without a backer. However due to this, the occupants of the Grassland continent are stronger due to being forged by conflict and competition. Where as the United continent has many places to hide, and the forces of evil are able to seep into society. Humans are complacent behind walls giving few the advantage over the many.
Initially, Lin Jin held the assumption that monsters only originated from the United Continent, but he was surprised to learn that they existed on the Grassy Continent too, and some were even enslaved by their royalty. - DCDRAGON1yrCommented
