It’s much more complex than just getting stronger. If there’s no ceiling to how much he can adapt, it’s too OP. But you can balance this with the time it takes. If he dives and manages to hold his breath for x minutes, the next day, how much longer will he be able to hold it? Twice as long? Three times? Or even less than that?
