I don't think it's similar shinobi are basically soldiers. making civilians pay for the academy is like a country making recruits pay for basic training. Clans would do it themselves, same with shinobi families. the place would probably be empty.

Only still water affects devil fruits. running water like one shot out of a water gun, rain or a shower would have no effect.
