I mean, no not really. Yes there are mutants with powers they can’t switch between off and on, and there are mutants with powers they can’t fully control, but there are plenty of mutants with willful control over their abilities. If not then quicksilver would’ve probably ended up as a smear on the road. Iceman would have accidentally frozen and killed people since we’re mostly water. Based on your logic then no mutant would ever be able to hide amongst regular people.
