May be, it's autotranslate issues or something. The name Kyoto is written with hieroglyphs 京都 that litetary mean (both in Japanese and Chinese) "Capital city". In modern Japanese it's an archaic word that is used only as the name for the city of Kyoto, and the word "capital city/distict" itself is 都 ("to"). But in Chinese 京都 sounds as jīngdū, and my Chinese-Belarusian dictionary gives the first meaning "a capital", and only the second meaning "the name of a city in Japan - Kyoto".
