won't the population dwindle massively due to all the dangerous SCPs that the original Marvel world didn't? so the emergence should be quite delayed even without taking action
He knew well what this kind of plan entailed, the only way to be 100% sure that the population didn't reach that point was by taking decisive action. Something that really wouldn't go over well with the Ethics committee. - zack12dCommented
