Tokigawa technically didn't win on his own so honestly I don't count it. Also I think he didn't want to kill this time and probably in the future because he knows he needs someone to constantly challenge him. Also Tokigawa being interested in joining Kandrian Empire makes so much sense to me, they honestly have a better history on the global stage then the people in the alliance. Finally I wonder what Rui will think when he wakes up.
