i think it's debatable. in sci-fi setup it can has much better capacitor with small form factor. something like superconductor with ultra high voltage charge (because it's not heating up). then for energy source, just the battery or fuel with the story set-up generator shoud be sufficient. for gunpowder base it might have much better burn rate propellants. better chemistry mix or even magical gunpowder that can burn so fast with better material that can endure more pressure so the muzzle velocity is fast enough to be comparable to em base gun but the difference is capacity. however the setting can has something like dimensional magazine and everything is solved.
Based on firing lots of simple chemically propelled bullets or shells, ballistic weapons had many compelling advances. They were cheap, low-tech, did not expend a lot of energy on use, easy to mass produce and actually quite versatile. - Norakaa3mthCommented
