Sorry for the rant basic version fo what I said is basically Shikimaru could not have stood out as he is just another Nara. His strategies has several flaws that had simple solutions that he overlooked and he cannot create strategies on the fly like ninjas should do, add on to the fact he has nothing else besides his brain that reached chunin level at the time. The fact he was willing to let the village fall because he was too lazy to participate should have been a huge No from the get-go, too. While Naruto on the other hand was one fo the first to automatically protect the village even going against a Bijuu and successfully defeating it something that would require several jonin at least. Also him creating strategies, traps, and finding his opponents' weakness mid-fight. Then he already had a name outside the village including basically the main reason they secured a contract to several villages, nations, and lands. Him not making chunin makes no sense
