I'm certain its both. He likely gets a huge boost of power, and then it decays until a permanent portion remains, which was how he slew Behemoth in a single blow. Either that was the Behemoth's poison was so insane it weakened him by a ridiculous manner, essentially pushing a guy who could take down Behemoth in a single strike down to that of something a High Level 5 Ottar could fight to the death with

Gates consume a lot of power but can move him great distances, teleportation, as he usually employs, can move him and perhaps others across shorter distances quickly and at a lower cost. There are other means of teleportation but Silver doesn't use them. Either way, even through both methods, its still impossible for him to move large groups
