FINALLY HE ACTUALLY DID IT tough he should be mor powerful than that cos 6 tails could probably destroy a country 8 tails should destroy half a CONTINENT but still 9 tails should be a world ending threat cos of the system and it's hidden power of probably a god of DOOMS DAY or APOCALYPSE. but still amazing in naruto since it took a semi supreme god to stop it also will we see the complete 10 TAILS as the hidden power of the system.

the only reason hashirama was able to do that was because of wood style and senjutsu. As for madara, it's his eternal mangekyo sharingan even obito with regular sharingan took control but in this world, sharingan and senjutsu don't exist and the laws of the world are different so anything similar shouldn't effect nine tails that much but there could be some sealing that could effect nine tails here .
Nap_Abao:nah keep in mind that Ninetails was treated like a pet by hashirama and madara so don't overrate it too much.

even 4 tail naruto could blow away entire cities in a single attack so obviously the destruction would increase by a huge amount

Nine tails stated as capable of incinerating the entire planet at half power. Add on the other half, Naruto’s nature chakra, Sage of 6 Paths, and Every chakra release available, etc. Naruto is minimum star level by himself.
