I hate it when story turn braindead like this. I don't care if he is good or bad. What I want to see is coherence. But here what was the point in killing 300 people to show off. He could literally do anything. There was thousands better way to show his power but for absolutely no reasons, he just sent a bomb on top of innocent people. And he doesn't care at all. Rin isn't even trying to use her Command Seal to make him suicide.
