- Yes Plebeians can have children, but not until they get to a certain power level. When a Plebeian has a child, that child would be a Patrician because they are descended from a vampyre. The nature of the vampyre isn't important, as long as they were born that way. - Plebeians, Patricians, and Progenitors can turn anyone. I hope this clarifies whatever question it is that you have.
