She means the people as dogs, you can remember that Death was also called a dog on the first meet. It's like calling slaves as dogs or pigs which is a pretty common term in this verse.

Since Vol 1 fully focused on Blue and Rae, I thought that the Mc needed some glow-up and dedicated Vol 2 solely for him. It's gonna be amazing hereafter.
