I never said he did not have all his memories in chapter 1(unless I'm blind). He was getting them in his dreams over the last 13 years or so, and since his first life was so short, he pretty much has all of the relevant ones. When he met Enuma he finally confirmed that it was not just something that his subconscious came up with to battle his desire for parents, so he talks about those memories as facts instead of just dreams.

Permanent. The moment he meets the price it's his magic and he can do whatever he wants with it, as long he has the appropriate mana for it ofc.
