The 20% shows the experience meter filling up before the skill reaches level 3.

For now, there is only a 1 week timeskip. There might be more in the future, but I'm gonna try to keep timeskips to a minimum.

The Store does have all kinds of skills he can buy, so yes, he can buy support and auxiliary skills.
