He can already redirect chakra from rotation into chakra fist, all he need is to learn vacuum punch or something similar to snipe with Byakuugan. Why do I have a feeling Fujin will delegate Hoka (or some other commander) with just one part of the army, and a shadow clone as a backup. While he and the rest of the army will continue to go bully Orochimaru some more?

Nah, only planter and apothecary pathways are affected. Lilith was failing Vs corruption, so she was sealed by Evernight. That white dog is probably the seal, and stepping into that dream means corruption of MtoD.

Fujin did deploy that lightning rasengan of his, through FTG when fighting Kumo army. So it's possible, but problem with Wind domain is it's too spread out. He can only teleport to the mark and it's limited by volume. Fujin would have to design new, gigainous FTG mark and deploy them around to move his Wind Domain. Easier way would be learning Senjutsu, but unlike Naruto who shaped nature chakra to use his jutsu's, Fujin would just move nature's chakra already present in the air through adjusting his wind domain immediately when activating Sage Mode.

Cuz that's what started it all. OGA self-destruction started first apocalypse, but his rebirth was prevented by CW who was unable to protect the world by himself and perished too. Both of them had arranged means to ressurect, and each time one of them attempted the arrangement of the other interfered which brought new apocalypse followed by new epoch. We're in the 5th epoch, and while CW Reasurection was stalled it seems OGA attempted to reincarnate in both Lumian and Omebella, and succeeded in Omebella partially.
