That is a used trope with a lot of naruto fan-fics I'd rather read something more interesting if it turns out like that. Also characters with no morals are usually the most boring type of protagonist to read it takes a lot of skill to actually make a good mc like that.

Sending him there would earn him points. Him becoming a hero would also earn him even more points when he becomes one and the fame he would get after the incidents in UA. Also a lot of heroes are selfish anyway so not really a reason not to.
