It's similar to what happened in our history. Only a few hundred died, but once the British troops started to roll in with heavy weapons, the rest surrendered due to the risk of mass casualties. If you think it's unrealistic, blame real-life history :(
Speaking multiple languages is a great skill and very versatile/useful. And the United States is strong because it accepts people from all over the world to contribute to its society, including myself. I'm an immigrant from Korea.

Do realize that America is the only friend Haiti has in this world. And Haiti is trying to create its own nation and modernize it. While it is a bit distasteful for them to ask for more, it's understandable seeing that the Haitian President wants his nation to stand on its own footing. Later on, Haiti will be an extremely friendly ally that helps America in most of its wars.
