Tbh, the ohara scholars were at fault. It was clearly stated that they were given multiple warnings, and that a law of the government was not to study ancient history. Its no different from some specific country's laws regarding some economic/cultural thing really. Sure killing them all is excessive and the government is corrupt, but in this scenario they were wrong.
