He means sealed Excalibur.. tho I'm sure it can still snipe the moon whilst sealed, I'm pretty sure Sefar can do much more.
Its type is not limited to an anti-army Noble Phantasm; if used for base annihilation, its power surpasses that of "Great God's Inscription" and "Excalibur."

Basically close to zero, since Primordial Runes are almost nonexistent in the modern era, only Scathath can manage that, and i guess servants like Caster Cu and perhaps Zelretch
At the very least, the activation time needs to be shortened, and the stability of the Primordial Runes must be ensured to prevent them from being easily rewritten.
