arrowverse is the one from "The Flash" "Arrow" "Supergirl" and "DC legends of tomorrow" so basically not that strong, they do however collaborate with other earths. Young Justice (earth-16) is the animated series with 4 seasons currently, where superman can AT MOST lift buildings and Flash can only break the sound barrier, contrary to other supermen and Flashes that can bench press moons or run faster than light. YJ is a pretty mild world when it comes to power level.

affecting his mass shouldn't affect his strength, make it almost zero and push with all your strength then you have good acceleration, increase mass afterwards for more punching power after accumulating velocity, dudes's not even using it to it's full potential

yet he can change his appearance within reason, generate new organs such as a Saiyan tail and everything, creating at least an exo skeleton or some sort of "shell" around his body should be possible, likewise with weapons that do not go so far out of the body, he does have the biomass for it and by this point at least his body should be malleable enough, im not saying "turn him into a planet buster from the get go" or anything like that, just SOME abilities like having the armor and a weapon or two, like emulate the traits of a mantis to create a blade or the wings of an insect or avians to generate wings made of biomass while he doesn't have any energy allowing him to fly at the start, or give the powers/abilities to him over time, like a new one per world/tier and make it scale with it

the only things i can honestly say are relatively bad about it are that: 1- the main "power" is the blacklight virus, yet he doesn't use the abilities that the fans have come to associate with it, like i understand that he can consume people to get their powers, memories, physiologies and the like, but where are the bioweapons? the sword arm? the armor like mercer had, shields, whips, the hunter sense being used, a blacklight virus carrier should be more like a predator yet his personality feels random sometimes. 2- jumped in power too quickly, from average human to peak human to a few chapters of him being able to topple buildings and going as fast as sound or so and now planetary buster, without real enemies or challenges being thrown at him, make him struggle, rage against the odds and grow in power. Maybe it was the "talent" aspect that broke it, for example Gohan, while he has a great potential, the main factor in their growth is the existence of ki, which has both a spiritual and physical aspect just like chakra, being more like raw energy and therefore more potent, the more one has the more they grow, thus a cycle begins. My recommendation is to start with low level world, idk kimetsu no yaiba? the world of the "weak hero" webtoon for some street fighting experience or martial arts training? then something like Blood+, RWBY, Baki, Hunter X Hunter or The boys following it, D gray man if he wants a new bioweapon via absorption of the different "innocence" spread around the world along with the users. Eventually you go from street, to building, block, mountain, island, country, continent, small moon, planet, solar system, multi ss, galaxy, multi galaxy, universal, etc. Could use the tier system from the Vs battle wiki and put some milestones fro yourself like "every 15-30 chapters he goes up by a tier or half a tier in most if not all of his "stats"
