What does purity mean in this context? As far as ik mana is just mana, there is nothing called dirty mana or something.
Rulers had avatars who are influential and are quite strong and nothing more, but the awakening is due to the dungeons. Rulers made it such that more dungeons makes earth to have more mana and when there is more mana, more people awaken. It is also shown in the manhwa or the web novel that there are many Awakened during the last arc because of excess mana being poured out of the dungeons.
