Nick freed the monster from its cage knowingly. He technically started a fire, expecting the authorities to deal with the aftermath, only for it to consume more than half the city along with thousands of lives. It was a grave miscalculation on his part. Definitely unintentional, but undoubtedly his fault. As I once heard from somewhere, you can't just shoot a gun and blame the bullet for killing someone. Nick pulled the trigger by freeing the Crimson Sea, and while no one could have possibly imagined one bullet causing that much damage, it was him who made the shot.
It was supposed to be expensive... but who knows. He's supposed to be a millionaire at this point.
