skill selections tend to happen as soon as one gets the skill points for them (there's no skill that costs multiple points, so stockpiling them is pointless). They need to make a Hunter ID, which involves another reading in the awakening center - which means he needs to have his skills chosen so they are listed. They are training him as a Battle Guide to enter dungeons. The sooner he's up to par with everyone else (he's awakened almost 8 years later than the average person), the more useful he'll be to the association.
