Apparently, I can't count, I meant Sixth. My English is also not very good, in this Review, but I was in a hurry so Apologies.
So after reading 9 Chapters of the story, I have quite a few things to say. So first thing is that The author likes to tell and not to show some things. Which isn't bad per se, but saying he trained for 10 years, and we didn't see anything like that is disappointing.(Plus a 10-Year time skip without saying what happened to him.) Second, He has the Mission to change things, but really didn't change things for 15 years. He didn't try to find Toga or Twice to change something.) Third, He also double downed on saying he himself is making changes, but some chapters later ROB comes and said he makes it more difficult. Fourth, ROB coming back again and saying that he can choose who he can kick out from class 1-A is something he again didn't alone change, it was ROB again. Fifth, keeping Mineta and not the dude with tape in his Elbows is just wow. So all in all, he didn't change a thing, everything right now that was changed was ROB. Seventh, a Mother that names you Devil and treats you worse doesn't deserve Love or affection. ROB asked him who will be kicked out from Class 1-A, and him just being better didn't make change. Then he could not even do something and he still would be in class 1-A ROB said he wants a different Story, yet MC has changed nothing. Long story short, it has a lot of forced Plot and Plot holes. Yet, I ask all of you to read a few chapters to make yourself an own opinion. Author to you, read and maybe write down your Plot. Because right now, he didn't do anything. Honestly, kicking out a somewhat cool guy and keeping a Pervert (that honestly should have been sued multiple times for harassment etc) is so...wow, just wow.
Honestly, I really don't like Izuku. I get the whole shōnen troupe of never giving up, but honestly, he always talked about being a Hero, but never even attempted anything. He never worked out, studied science for some kind of hero Suit or anything like that. Talking big and nothing behind it except hot air. The only thing that let him stand out was a Power that someone else gave him. Because he himself never tried to be exceptional.
Haven't read a single line of your book, but bro you cooked him. Now I will read all 9 chapters, just for that.
IF he dies. Which isn't likely, he is already a biological Immortal, has a really good healing factor and is not even at 100% of his full Potential. He will be the King of the World and Underworld, if his plan Works

First of all, I hope that the Author continues the Story and lets the critique I have sink in, so he can improve. To the strong points of the Story, the idea of the story is really interesting and something new. Sadly, that's it. Now to the things I will criticize, first is that his power is fluctuating. I understand that you want him to be strong, but with only level 36 to hurt a vice admiral or even Doflamingo but that not really Possible. Doflamingo is a physical and Mental powerhouse, he also has haki. Vice admirals learned the six powers, at least I think so. If that isn't truer, then ignore that. The idea of Haki is okay I guess, but you could just let him learn it from the Boa Hancock Pirates, they imbue their Arrows also with Haki. Next is the MC didn't really change much, that can change, but at least change one thing. Like rescuing Mr.2 or some impact on the Story. Which he had sadly not. Now comes the thing I, Personally, don't like is, that he is a sorcerer. It would be much more exciting for him to have been a Physical fighter. Because now he spams is sorcery and that's it. Please continue your Work, Author, but sadly, I can't read it anymore. Have a great day or night.
