So he's a villain? No one besides those connected to all for one has more than a single quirk.

I was only here for a quirkless hero. The story has lost its only appeal and no longer has anything that sets it apart. why not have his quirk be haki from the start if you going to immediately have it become irrelevant to the plot.

Why would they need quirk records? Midoriya had no quirk on record and supplied his own costume design. why can't you do the same?

When did this happen? Is this the first time mentioning it?
