Rats can't use their tail to grasp anything like a monkey can so in a fight or something it's largely a weakness since if an enemy grabs it they the rats at a massive disadvantage. Plus they use their tail to counterbalance themselves and stay standing most of the time. Swinging it around would inhibit this. In prison, it's unlikely to be useful either because the chains are the major issue and there is not much a tail can do to break chains. Since they can't actually grasp anything it would be difficult to use it to steal anything as well. A tail is much too weak and difficult to control to pick a lock or anything with as well. It is unlikely Schreetch would think to lash out with his tail as it's stuck behind him and also would not do anything to Skulk.

Some braver ones probably did but for many it’s too close to the goblin city. Hunting is not difficult for most rats with them having better noses than us humans. No point getting an arrow to the back while tryna eat half rotten corpses when you can hunt some fresher and better meat.
